Heather Taylor

Board Member - President

Heather joined the Vision Outreach International Board in the spring of 2024. After a successful career in pharmaceutical sales, she chose to refocus her talents as a domestic engineer, prioritizing her family while supporting her husband's passion for medical missions. Together, they've ventured into clinics worldwide, where Heather and her children absorbed the intricacies of mission work.

As Heather joins our team, we are filled with enthusiasm. Her administrative skills are poised to elevate our global outreach, enabling us to serve communities in need with even greater effectiveness. Heather's unwavering commitment to service is a guiding light for us all, and we are thrilled to have her expertise as an addition to our team.

Kenny Lee, M.D.

Board Member - Vice President

Dr. Kenny Lee is a dedicated physician with a heart for global missions. He has served on the board of Vision Outreach International, contributing his time and expertise to further the organization's mission. With a deep passion for serving others, Dr. Lee has traveled on numerous mission trips with Vision Outreach, working alongside teams to bring medical care and compassion to underserved communities.

Dr. Lee is a graduate of Harvard University and Harvard Medical School, where he honed his medical skills and developed a strong foundation in both clinical and humanitarian work. A member of the Christian Medical & Dental Associations (CMDA), he has long been committed to integrating his faith with his professional calling. In addition to his medical practice, Dr. Lee has been an active member of his local church and is known for his pastor’s heart, always seeking to encourage and serve others.

Matthew B. McCauley, M.D.

Board Member - Secretary

Matthew B. McCauley, M.D., F.A.C.S., is a board-certified, fellowship-trained, military veteran ophthalmologist who specializes in vision-enhancing procedures at Berkeley Eye Center in The Woodlands, TX. He is considered an expert in LASIK, cataract surgery, Evo ICL, and surgical solutions for astigmatism and presbyopia. Dr. McCauley has performed tens of thousands of surgical procedures and is sought-after for his expertise, superior outcomes, and compassionate care. His joy in work is showing love to a diverse population while restoring their sight in Jesus' name. Dr. McCauley has participated in international missions to help restore sight to the needy since 2005. He is past president of the Christian Ophthalmology Society and currently serves on the board of Vision Outreach International since 2024.

Jim Duryee, COT

Board Member - Treasurer

Jim Duryee has had a long-standing commitment to improving vision care both locally and globally. He previously worked in administration at Great Lakes Eye Care, where he developed a strong foundation in healthcare management. Jim has also been an invaluable volunteer with Vision Outreach International (VOI), participating in numerous mission trips as a circulator and in instrument sterilization roles. His dedication to the mission has been a key part of his involvement with the organization.

Jim has previously served on the VOI board, including a term as president, and we are grateful to have him back on the board once again. With his wealth of experience in administration and his strong focus on accountability, Jim brings great insight and leadership to VOI as we continue to expand our impact around the world.

Ibet Saucedo

Board Member

Ibet Saucedo is a dedicated missionary and healthcare professional with a passion for serving others. She has participated in numerous Vision Outreach International mission trips around the world, where she has worked alongside ophthalmologists to provide critical eye care to underserved communities. Ibet served as a long-term missionary in Ecuador, assisting with surgeries and other medical needs, further deepening her commitment to global health and service.

Currently, Ibet is pursuing her Registered Nurse (RN) degree while working in administration at a local hospital, where she is continuing to expand her skills in healthcare leadership. This is her first term on the board of Vision Outreach International, and her enthusiasm, experience, and dedication have made her a valuable and welcomed addition to the team. Her diverse background in both mission work and healthcare equips her to make a lasting impact in the organization’s ongoing efforts.

Jeff Becraft, O.D.

Board Member

Jeff Becraft, O.D. has served the Niles community with distinction since 2000. A graduate with highest honors from the Michigan College of Optometry at Ferris State University, he completed advanced clinical rotations at Johns Hopkins Wilmer Eye Institute, the Fort Wayne VA Hospital, and the Saginaw Special Needs Vision Clinic.

Dr. Becraft also completed a residency in geriatric and rehabilitative optometry at the Birmingham (AL) VA Hospital. Licensed at the highest level in Michigan, he joined the VOI Board in January 2026, bringing valuable leadership, clinical expertise, and a deep commitment to compassionate eye care.

Chris Harrell

Board Member

Chris Harrell joined the Board of Directors of Vision Outreach International (VOI) in January 2026, bringing a unique blend of leadership, global service, and strategic expertise to the organization.

Chris has an extensive military background and currently serves as an independent contractor specializing in Defense and Intelligence consulting. His career has been defined by mission-focused leadership, operational planning, and working in complex, high-stakes environments—skills that translate seamlessly into VOI’s international medical outreach efforts.

Chris and his wife, an ophthalmologist, have both served abroad with VOI on international eye missions. Through these firsthand experiences, Chris has witnessed the life-changing impact of restored sight and understands the importance of excellence, compassion, and accountability in global healthcare outreach. . .

Sam Powdrill MPhil, PA-C

Board Member

Sam and his wife have spent their lives serving together in medical missions around the world. Born to missionary parents in India, Sam grew up in the Indian subcontinent and later returned to the United States for Bible college, where he met his wife and began preparing for missionary service.

After earning nursing degrees, they returned to India and later served in Honduras and Kenya. Sam went on to train in eye care and became a physician associate specializing in eye surgery. Much of their work was carried out together at Tenwek Hospital in Kenya, where they were deeply involved in eye care ministry.

As their children entered adulthood, they returned to the United States for Sam to teach in the University of Kentucky’s Physician Associate Program, while continuing to lead medical and eye care missions in underserved countries, often with students. In retirement, he remains active in teaching and surgery, and collaborates with an ophthalmologist to develop portable eye-surgery equipment.

Throughout every season of service, Sam and his wife have sought to share the love and message of Jesus while meeting both physical and spiritual needs.

Rachel Powdrill, RN

Board Member

Raised in a faith-filled home as one of four siblings, Rachel grew up deeply rooted in the church, with a father who pastored a small country congregation. She committed her life to Christ at a young age and, by seventh grade, sensed a clear calling to missionary service.

After completing Bible college and nursing training, that calling became a shared journey when she married Sam Powdrill, a “missionary kid.” Together, they raised three children and spent many years living and serving abroad at Tenwek Hospital in Kenya, East Africa. She supported patients and medical teams, often circulating in the operating room while Sam performed surgery.

Now retired, they continue to travel extensively, helping restore sight through cataract care and sharing Christ’s love wherever they serve. When not traveling, they live in Wilmore, Kentucky. Their three children are married, and they are the proud grandparents of six grandchildren (and a few grand-dogs). Christ remains the head of their household. We at VOI are grateful to have Rachel as a part of our team.

Roger W. Cabe, MNA

Executive Director

Roger became the Executive Director of Vision Outreach International and its outreach ministry, Global Sight Alliance in 2011 after volunteering for the organization for more than 10 years. His calling is to "...open their eyes and turn them from darkness to light and from the power of Satan to God..." Acts. 26:18. Because VOI has the same type of mission, they work well together.

Roger desires to multiply eye missions around the world by investing in individuals who want to serve the needy. In order to be a better leader he went back to school and earned his Masters in Nonprofit Administration from the University of Notre Dame. Their motto is, "A Servant's heart and a Business Mind."
